Ten thousand units and twelve months is the smallest licensing deal anyone will do, and agents take 25 to 40 percent of the royalty for the flagships they choose to carry. Below that floor sat everyone else: IP owners whose audiences would already buy, producers with idle machines, sellers who were never offered a licence. Nobody served them, because no single deal was worth the overhead. Software takes the overhead out, and the long tail becomes the market.

Licensed merchandise was USD 389.8bn in 2025, on Licensing International’s count. Character and entertainment is USD 161.8bn of it and grew 8 percent.
